Stop lamp emits other than a steady red light dynamically strobes to and from centre of lamp for a period when brake applied ( turn LEDS on and off in an effect similar to strobing ) - DIFFICULT TO TELL THAT BRAKE IS CONSTANTLY APPLIED WHEN BEHIND (4.3.3 (a) (ii))

Steering damper in such a condition that the steering action is adversely affected damper is not secure to lower yoke - allowing damper to go soft and hard as bolt is moving in yoke (2.1.4 (d) (ii)) DANGEROUS
